About Alan

Alan McCarthy was elected as Cecil County Executive in November 2016, having previously served as a Cecil County Councilman representing the First District, which includes Cecilton, Chesapeake City and Earleville. Dr. McCarthy was selected to serve as Vice President of the council in 2012 and reappointed in 2014.

Dr. McCarthy earned his Bachelor’s degree from the University of Maryland and received his Doctor of Veterinary Medicine from the University of Georgia, College of Veterinary medicine. Dr. McCarthy holds a current Veterinary license in Maryland, Delaware, Pennsylvania, Virginia, and Florida. His primary occupation was as an equine veterinarian for Winfield Farm and Woodstock Farm in Chesapeake City and several other horse farms in the area. During his career, he established and built five independent small animal practices in Maryland and Delaware with over sixty-five full time and part time employees. Additionally, he established an independent real estate company that sells and rents residential and commercial properties in Maryland and Delaware.


1965:  Graduated from Montgomery Blair High School, Silver Springs MD

1970:  Honorably discharged from US Army as Sergeant E-5

1970 – 1973:   Attended University of Maryland, College Park MD. Graduated August 1973 with Bachelor of Science degree

1974 – 1978:  Attended University of Georgia, College of Veterinary Medicine, Athens GA. Graduated June 12, 1978 with Doctor of Veterinary Medicine

Professional Experience:

Holds valid Veterinary Licenses in Maryland, Delaware, Pennsylvania, Virginia and Florida.

1978-1998: Primary Occupation, Equine Veterinarian Servicing at Winfield Farms, Woodstock Farms, Chesapeake City, Maryland and various other farms in Maryland, Delaware and Pennsylvania.

1978 – Present:  Maryland Veterinary Medical Association Member

1980 – 1983:  Member of Cecil County SPCA

1982 – 1992:   Established and built five independent small animal practices in Maryland and Delaware, employing over sixty five full and part time employees.

1982 – Present:  Established an independent Real Estate Company that sells and rents residential and commercial properties in Maryland and Delaware.

1994 – 1996:  Member of Town Council, Chesapeake City MD

2006 – Present:  Cecil College Foundation Treasurer and Chairman of Financial Committee, North East MD

2006 – Present:  Cecil College Foundation Chairman of Fund Management, North East MD

2010 – 2012:  Cecil College RFP for Banking Services Voting Board Member
